PLAN COMPARISON · UPDATED OCTOBER 16, 2026
ElevenLabs Starter vs Creator: Which Plan Is Worth It?
Quick verdict: choose Starter for your first commercial project or a light monthly narration workflow. Choose Creator only when you repeatedly exceed Starter's capacity, need Professional Voice Cloning, or can prove that the upgrade saves more than its additional $16 per month.

Starter vs Creator at a glance
| Decision factor | Starter | Creator |
|---|---|---|
| Recurring monthly price | $6 | $22 |
| Monthly credits | 30,000 | 121,000 |
| Approximate TTS minutes | About 30 | About 121 |
| Commercial license | Yes | Yes |
| Voice cloning | Instant Voice Cloning | Instant + Professional Voice Cloning |
| Best for | First commercial projects, light recurring use | Weekly production, higher volume, professional clone needs |
| Main risk | Capacity becomes tight | Paying for unused capacity |
Prices exclude taxes and can change. Credits are shared across ElevenLabs products, so dubbing, music, speech-to-text, sound effects, and other tools can reduce the credits available for text-to-speech.
First month is not the renewal price. The official page currently displays introductory offers. Compare the recurring monthly rates above, and verify eligibility, renewal amount, billing interval, and taxes at checkout. An annual plan’s monthly equivalent is not a month-to-month charge.
Who should stay on Free?
Stay free while testing voice fit for a non-commercial project, if the free allowance covers your evaluation. Do not upgrade just to follow a publishing target. Free-generated audio is not licensed for commercial use; upgrading later does not change that. Paid licensing remains subject to the vendor’s terms and exclusions, including Beta Services.
If you need finished monetized output, check the commercial-use guide before generating it. If you need an assembled video rather than narration alone, compare ElevenLabs vs Fliki before paying for overlapping tools.
The simplest buying decision
Choose Starter if all three are true:
- you need commercial rights now;
- roughly 30 generated TTS minutes cover your narration and charged retakes, after other credit use;
- Instant Voice Cloning and the Starter feature set cover the work.
Choose Creator if at least one is already true:
- your measured narration and charged-retake workload consistently exceeds Starter’s allowance;
- Professional Voice Cloning is required for a real project;
- the extra capacity replaces more than $16 of monthly recording, editing, or outsourcing cost;
- you publish narrated content often enough that Starter repeatedly blocks production.
Do not choose Creator only because it is marked “Popular.” That label describes the vendor’s merchandising, not your ROI.
How many videos can each plan support?
ElevenLabs’ pricing page currently shows approximately 30 text-to-speech minutes for Starter and 121 for Creator. A rough planning model is:
| Average final narration | Starter | Creator |
|---|---|---|
| 1-minute Short | About 30 narrations | About 121 narrations |
| 5-minute video | About 6 final narrations | About 24 final narrations |
| 10-minute video | About 3 final narrations | About 12 final narrations |
These are not guaranteed video counts. Retakes, alternate takes, model choice, other ElevenLabs products, and discarded output all consume credits. Your useful capacity is the amount of audio that reaches publication, not the maximum number the plan can technically generate.
Budget for charged retakes before upgrading
Use this planning formula, not a promised video quota:
Estimated finished narrations = floor(TTS minutes available × 60 ÷ narration seconds ÷ generation multiplier).
The multiplier is total charged generated audio divided by accepted final audio. If each finished narration uses twice its length in charged generations, use 2. Using the vendor’s approximate 30/121-minute allowances, with no credits spent elsewhere:
| Final narration length | Starter: 2× generation budget | Creator: 2× generation budget |
|---|---|---|
| 10 seconds | About 90 narrations | About 363 narrations |
| 30 seconds | About 30 narrations | About 121 narrations |
| 60 seconds | About 15 narrations | About 60 narrations |
These are calculated examples, not hands-on measurements. Actual credit use depends on text, model, settings, and other products. Free eligible regenerations do not belong in the charged multiplier. Use your own account’s credit history before deciding that Creator is necessary.
Is Creator worth paying $16 more?
The recurring difference between the listed monthly prices is $16. Creator provides roughly four times Starter’s credits: 121,000 instead of 30,000.
If you genuinely need the capacity, Creator is cheaper than stacking several Starter-sized workloads. If you only publish one or two short narrations per month, most of that capacity produces no value.
A conservative break-even test is:
Monthly value created or cost replaced − $16 upgrade cost = upgrade margin
For example, if Creator avoids one 30-minute manual recording and cleanup session valued above $16, the upgrade may be rational. If it simply leaves more unused credits in your account, it is not.
Commercial rights: Starter is already enough
You do not need Creator merely to obtain commercial rights. ElevenLabs currently includes a commercial license with Starter and higher paid plans, subject to its terms and restrictions.
This matters for monetized YouTube videos and client work. The Free plan does not include commercial rights, and upgrading later does not retroactively license audio originally generated on Free.
Read the full ElevenLabs commercial-use guide before publishing monetized work.
Voice cloning: the real feature breakpoint
Starter includes Instant Voice Cloning. Creator adds Professional Voice Cloning. That difference matters only when the higher-end clone is essential to a real recurring workflow.
If you use stock voices, do not pay for Creator because it contains a cloning feature you will not use. If your channel, course, product, or localization system depends on a consistent approved clone, test whether Professional Voice Cloning materially improves the output before committing long term.
A low-risk upgrade sequence
- Test scripts and stock voices on Free.
- Move to Starter when you need commercial rights for final output.
- Track published narration minutes for one billing cycle.
- Record how many credits were spent on rejected generations.
- Upgrade to Creator only when capacity or Professional Voice Cloning is the proven bottleneck.
Paid-plan credits can roll over within ElevenLabs’ current limits while the subscription stays active, but downgrading or cancelling can forfeit unused credits. Do not buy future capacity without a production schedule.
Final verdict
Starter is the default first paid plan. At $6, it unlocks commercial licensing and enough capacity to validate a light creator workflow.
Creator is the volume and professional-cloning upgrade. Pay the additional $16 only when real publishing data shows that Starter is limiting useful output or the professional clone solves a specific production problem.
The decision is not “Which plan has better features?” It is “Which is the smallest plan that lets me publish the next month of real work?”
Frequently asked questions
How much are ElevenLabs Starter and Creator?
As checked on October 16, 2026, recurring monthly prices are $6 for Starter with 30,000 credits and $22 for Creator with 121,000 credits, before taxes. Introductory offers may differ; verify renewal price and billing interval at checkout.
Is Starter enough for YouTube?
For many small channels, yes. Starter includes commercial rights and about 30 TTS minutes, subject to the vendor’s terms and exclusions. Count charged retakes and other credit use, not just published narration.
Does Creator improve every voice?
Not automatically. Creator adds capacity and Professional Voice Cloning, but stock-voice quality still depends on model, voice choice, script, punctuation, and direction.
Can unused credits roll over?
ElevenLabs currently says paid-plan credits can roll over for up to two months within a stated cap while the paid subscription remains active. Downgrading or cancelling can forfeit unused credits at the end of the billing cycle.
Should I buy annual billing immediately?
No. Validate monthly production cycles first. An annual plan’s monthly equivalent is not a month-to-month charge, and unused capacity can still waste money.
